If selected, you would serve as the FLETC's principal advisor on human resources information technology matters and represent us in discussions with various organizations. You would also collaborate with our Human Capital Officer in our component's strategic planning initiatives requiring the design, implementation and operation of human resources information technology systems. Our ideal candidate would possess a wealth of experience overseeing the development, delivery, implementation, and assessment of an organization's human resources information technology systems/programs.

Responsibilities

As the Branch Chief of the Workforce Technology Branch, you will become a key member of a team of human resources professionals. More specifically, your role will be charged with automating human resources processes, administering systems operations and providing technical advisory services to our customers. Typical assignments include:

  • Monitoring and controlling the operation and maintenance of the Department’s automated personnel system.

  • Overseeing HR-related systems (e.g., EPIC, NFC Mainframe, EmpowHR, Insights, eOPF, and Monster Hiring Management Enterprise).

  • Directing the procurement, implementation, and evaluation of automated HR systems.

  • Locating and correcting data discrepancies between the National Finance Center and EmpowHR.

  • Directing the resolution of difficult or complex hardware or HR software problems

  • Overseeing new employee orientation, as required.

  • Developing and conducting training for agency staff on using automated HR systems.

  • Developing and supervising a team of HR specialists and assistants.

  • Writing performance elements and standards.

  • Resolving informal grievances and disagreements.

  • Assessing the training needs of employees and providing them with developmental opportunities.

Qualifications

The qualification requirements listed below must be met by the closing date of this announcement.

You must possess at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service service that demonstrates all of the following experience: 1)applying a wide range of human resources management rules, regulations, and policies; 2) leading or supervising a team of employees engaged in the processing of personnel actions into an automated system, such as PeopleSoft, EmpowHR, etc.; 3) managing and monitoring workload for team members; 4) managing high visibility projects requiring automated system changes; and 5) identify systemic issues and implementing corrective actions to ensure the timely and accurate processing of actions and proper maintenance of personnel records.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade:Current and former GS federal employees must have served 52 weeks at the GS-13 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Physical Demands: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, such as papers, books, etc., or driving an automobile.

Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, use of safe work practices with office equipment, avoidance of trips or falls, and observance of fire regulations. The work area is adequately lighted, heated and ventilated.
